Resource blending gives you the ability to consolidate a number of resources into an a single stack. This is handy to clean up the scraps that are too small a quantity to use in crafting.
Blending also allows you to create a resource of a specific quality so you can craft more specific items. For example you may have only high and low quality variations of a resource and would like to use something mid-range.
Here’s a calculator that will help you plan your blends. Please note that there are some inaccuracies at very low quality values, as the blending algorithms have recently changed in-game. We’ll update this as soon as we’ve got the correct information; in the meantime, make sure to check your low-quality blends carefully.

You should be able to find it in the “Refine” section, in the Resource Blending menu.
